提醒家裝問(wèn)題可撥12315投訴
據(jù)了解,深圳市裝飾建材行業(yè)協(xié)會(huì)已于2006年成立,但之前是面向博盛達(dá)裝飾廣場(chǎng)為主,現(xiàn)在則是面向全深圳市家居裝飾消費(fèi)者。
8月25日,深圳市消委會(huì)和市裝飾建材行業(yè)協(xié)會(huì)在博盛達(dá)裝飾廣場(chǎng)舉行消費(fèi)維權(quán)合作機(jī)制簽字儀式,該合作機(jī)制包括在協(xié)會(huì)中設(shè)立消費(fèi)維權(quán)服務(wù)站、建立消費(fèi)維權(quán)工作聯(lián)絡(luò)制度、開展“誠(chéng)信經(jīng)營(yíng)示范店”創(chuàng)建活動(dòng)。據(jù)深圳市裝飾建材行業(yè)協(xié)會(huì)秘書博盛達(dá)介紹,消費(fèi)者可直接向消費(fèi)維權(quán)服務(wù)站投訴家裝建材問(wèn)題,由工作人員核實(shí)、受理,若在規(guī)定時(shí)間內(nèi)無(wú)法達(dá)成和解,則由消費(fèi)維權(quán)服務(wù)站于2個(gè)工作日內(nèi)上報(bào)提交由屬地管轄的工商所投訴站進(jìn)行調(diào)解。市民也可以通過(guò)撥打12315熱線反映家裝建材消費(fèi)的投訴,相關(guān)工作人員會(huì)把工作轉(zhuǎn)接給消費(fèi)維權(quán)服務(wù)站。
現(xiàn)狀八成受訪者不了解《規(guī)范》
一直以來(lái),家居行業(yè)因缺乏相應(yīng)的法律法規(guī),因而《家居行業(yè)經(jīng)營(yíng)服務(wù)規(guī)范》的出臺(tái)實(shí)施可謂應(yīng)運(yùn)而生。據(jù)了解,該《規(guī)范》是我國(guó)家居、家裝行業(yè)第一部國(guó)內(nèi)貿(mào)易標(biāo)準(zhǔn),對(duì)家居行業(yè)的術(shù)語(yǔ)定義、通用要求,以及經(jīng)營(yíng)服務(wù)的原則和方法等各方面作出規(guī)定,適用于家居生產(chǎn)型、銷售型、服務(wù)型的經(jīng)營(yíng)服務(wù)和相關(guān)管理活動(dòng)。八成受訪消費(fèi)者雖然聽(tīng)聞《規(guī)范》的實(shí)施,但沒(méi)有去了解里面的內(nèi)容,例如新規(guī)規(guī)定家裝實(shí)際施工的費(fèi)用不得超過(guò)事先約定的工程合同報(bào)價(jià)的8%,超過(guò)部分由企業(yè)承擔(dān)(顧客主動(dòng)要求除外);應(yīng)配合顧客進(jìn)行對(duì)有害物質(zhì)的室內(nèi)環(huán)境檢測(cè)服務(wù);裝飾公司還必須向顧客明示各部分的具體保修時(shí)間和保修范圍;裝修基礎(chǔ)工程至少2年保修,防水工程至少5年保修等。
“設(shè)計(jì)、挑選材料都是我自己負(fù)責(zé),然后由朋友介紹相熟的師父監(jiān)工、尋找裝修團(tuán)隊(duì)。”在重裝開業(yè)的惠達(dá)衛(wèi)浴選購(gòu)產(chǎn)品的市民劉小姐說(shuō)道,“之前也有朋友找專門的裝飾公司進(jìn)行圖紙?jiān)O(shè)計(jì)和施工,但是中間實(shí)在有太多矛盾,最后差不多是不歡而散,所以我覺(jué)得還是自己負(fù)責(zé)比較省心放心。”和劉小姐一樣選擇自行設(shè)計(jì)及置材的市民不在少數(shù),大多對(duì)裝修行業(yè)偷工減料、以次充好的一些不良行為表示擔(dān)心,稱防不勝防。
據(jù)了解,消費(fèi)維權(quán)合作機(jī)制包括在協(xié)會(huì)中設(shè)立消費(fèi)維權(quán)服務(wù)站、建立消費(fèi)維權(quán)工作聯(lián)絡(luò)制度、開展“誠(chéng)信經(jīng)營(yíng)示范店”創(chuàng)建活動(dòng)等。9月8日及10日上午,筆者隨機(jī)對(duì)博盛達(dá)裝飾廣場(chǎng)選購(gòu)裝修材料的20位市民進(jìn)行調(diào)查,近八成消費(fèi)者表示曾聽(tīng)聞《規(guī)范》的實(shí)施,只有不足五成的消費(fèi)者知曉深圳市裝飾建材行業(yè)協(xié)會(huì)的存在,了解裝飾建材消費(fèi)維權(quán)服務(wù)站者就更是少之又少了。新規(guī)公布也罷,合作機(jī)制掛牌也好,市民均大贊有意義,卻又不知維權(quán)從何入手。
商家基本不知《規(guī)范》出臺(tái)
筆者隨機(jī)向十來(lái)個(gè)經(jīng)銷商進(jìn)行調(diào)查,基本沒(méi)有一位商家知曉《規(guī)范》的出臺(tái)實(shí)施。
博盛達(dá)裝飾廣場(chǎng)張總監(jiān)指出,平時(shí)消費(fèi)者不滿的幾個(gè)主要方面:“一是交貨時(shí)間,部分客戶要求今天交款,明天到貨,這樣顯得不現(xiàn)實(shí);二是顏色的偏差問(wèn)題,有時(shí)在裝修過(guò)程中發(fā)現(xiàn)瓷磚數(shù)量不夠,需要補(bǔ),但不同的瓷磚生產(chǎn)出來(lái)需要時(shí)間,顏色有一丁點(diǎn)偏差,客戶就會(huì)置疑是否以次充好;三是零件問(wèn)題,一個(gè)房子的裝修,涉及十幾個(gè)類別、上百個(gè)小項(xiàng)。比如一個(gè)螺絲釘,定制化、規(guī)范化的批量生產(chǎn)可能會(huì)有些許紕漏,并不適合客戶的場(chǎng)地,客戶可能因此就會(huì)有所不滿。不過(guò)客戶有需求是無(wú)可厚非的事情,關(guān)鍵是要做好溝通工作。”而對(duì)于《規(guī)范》的出臺(tái),張總監(jiān)認(rèn)為其對(duì)于消費(fèi)者維權(quán)方面是一個(gè)很好的保障,加之消費(fèi)維權(quán)服務(wù)站的成立,更是廣大市民的一個(gè)福音。
消費(fèi)者正在選購(gòu)家裝材料
日前,商務(wù)部7號(hào)公告發(fā)布了《家居行業(yè)經(jīng)營(yíng)服務(wù)規(guī)范》(以下簡(jiǎn)稱《規(guī)范》)國(guó)內(nèi)貿(mào)易標(biāo)準(zhǔn),并于9月1日正式實(shí)施;在此之前的8月下旬,深圳市消委會(huì)和市裝飾建材行業(yè)協(xié)會(huì)在博盛達(dá)裝飾廣場(chǎng)設(shè)立消費(fèi)維權(quán)合作機(jī)制。自此,市民在家居消費(fèi)者方面的維權(quán)可謂既有法可依,又有專門機(jī)構(gòu)跟蹤處理,有利于增強(qiáng)市民安心消費(fèi)的局面。
